Revised plans for Eastbourne HMO are submitted

Controversial HMO proposals have returned to Eastbourne planners in a new form.

In an application validated by Eastbourne Borough Council last week, a developer has put forward revised plans to convert a property in Ceylon Place into a House in Multiple Occupation (HMO).

Previous plans to convert the building had been refused by Eastbourne Borough Council, due to concerns about the impact of the development on the surrounding area. This decision was overturned at appeal, however.

The revised plans are almost identical to those approved at appeal, with the only difference set to be the merging of two of the property’s bedrooms. As a result, the new proposals are for a nine-bedroom, 10-person HMO, rather than a 10-bedroom, 10 person HMO.

All of the bedrooms in the approved plans exceed the minimum size set out in legislation and will each have en-suite bathrooms.

The HMO would also have two kitchens, a main one on the ground floor with access to the outdoor space and a smaller one on the second floor.

Amendments introduced during the appeal process will remain. These were mostly internal changes designed to improve fire safety and to minimise noise disturbance to future occupants.
