Why is it every time there is an embankment collapse we have the stock reaction from Network Rail '˜in a difficult location, have to first build a road to gain access'.

In the case of Berwick, a road already exists it is called the railroad or do Network Rail engineers no longer have the skills or knowledge to deliver materials to site by rail?
