Can someone please explain to me the logic behind fining the East Sussex Healthcare NHS Trust £230,000 for failing to meet certain targets [Herald, June 10]? How does increasing the deficit and the borrowing improve the service?
And who, ultimately, bears the cost of this penalty? Is it anyone other than those of us who are dependent on the local NHS for our wellbeing?
The process seems akin to penalising a slow running horse by giving it an additional handicap.
