Bin collection apologies don’t go far enough

The apologies from Wealden District and Eastbourne Borough Council for missed bin collections do not go far enough. They should be offering financial compensation in the form of Council Tax rebates to those affected in the same way train operating companies and airlines do for delayed or cancelled services. Surely taxpayers and the local authority have a de facto contract for services, and missed bin collections are a breach of contract. There are no excuses for not paying the tax but a strict application of contract should cut both ways. So the council should deliver the service or rebate the money paid for the service not provided.
