Eastbourne highway works to be secured as part of large edge of town development

Next Tuesday (January 26), Eastbourne Borough Council’s planning committee is set to consider an application connected to proposals to build 250 houses on the Friday Street Farm site, off of Pennine Way.

The wider proposals have already been given outline planning permission by Wealden, but the access arrangements – via Pennine Way – need to get the go ahead from Eastbourne Borough Council as well.

The application had previously been before the committee in November, but was deferred as councillors wanted more details of what highways works would be tied to the development.

Since that meeting, Eastbourne Borough Council has entered into discussions with both Wealden District Council and East Sussex County Council to secure legal agreements to ‘safeguard’ the council and its residents. 

These agreements include a condition requiring highways works in Pennine Way to be completed before work begins on the wider development.

A wider programme of highway works are to be funded through Community Infrastructure Levy (CIL) monies from Wealden.

These will include improvements at Lion Hill, as well as Dittons Road, Rattle Road, Hailsham Road and the A22 Golden Jubilee Way.

Under these arrangements, both Eastbourne and Wealden officers will be able to take enforcement action if necessary.

In a report to be considered by the committee, an Eastbourne planning officer said: “Given the above and that now EBC have greater controls via the S106 legal agreement it is considered that this application should now be supported and is recommended for approval.”
