Should town fine for litter?

I am under the impression that cigarette smoking has reduced in recent years although judging by the large amount of cigarette butts on pavements in central parts of Eastbourne this town is bucking the trend.

I approached the council requesting a clean up in Gildredge Road not so long ago and had hoped that it would be given a certain priority now that the bus stops have been relocated there.

I have not seen any evidence of improvement.

Does the council monitor the street cleaning effort or are they so stretched that it is now an optional extra?

Certain councils charge butt throwers as much as £75 for discarding litter so if Eastbourne followed suit who knows how much wealthier they could be in a short time if they did the same thing.

This mess, which has nothing to do with the current turmoil associated with the new Beacon set-up, is something that many of our councillors must see on a regular basis and I just wonder what they are doing to get this tourist town looking cleaner.
