Aggressive, drunken people in Eastbourne town centre

Why isn’t anything being done about the amount of aggressive drunken people in the town centre of Eastbourne?

A drunken man today in possession of a wildly barking aggressive pit bull type dog, the biggest I’ve ever seen, was wandering through town belligerently intimidating people. It’s utterly soul-destroying to see what’s becoming of our town.
