LETTERS: Is this sharing constitutional?

With the recent changes in council services to become more sharing between Eastbourne and Lewes, as in one Chief Executive, surely this must be reflected in a shared accountability of both executive and legislatures of both councils?

Firstly ,the question must be asked is this constitutional? Seeing as electors gave legitimacy for purely Lewes or Eastbourne matters, there should be a consultation or a new set of elections. Secondly, what about the next set of elections – will those be contested as a new supra borough/district council? Thirdly, why are the current crop of councillors not up in arms about this? Surely, they are not concerned about their own prospects/allowances above these urgent matters?
