Eastbourne emulating Brighton on cigarette butts would be a great step forward

Having recently been to Brighton, on leaving the station I was struck as to how there were NO cigarette butts anywhere. I believe this is as a result of the city wide ‘on the spot fine’ system they have in place.

It made me wonder why can’t we have something similar in Eastbourne? Spending the money we are on improving the town centre surely this would be a great step forward.
