Eastbourne Eagles boss Trevor Geer admitted he was delighted to get his man after years of tracking Russian rider Denis Gizatullin.
The club believe the granting of the visa to allow the Russian International captain to ride will be a formality and Geer said the signing could help the Eagles land the Elite League title.
Last season the Arlington outfit finished the campaign as runners-up but the 28-year-old, arriving on a four-point assessed average, could make all the difference.
The club have been chasing their man for seven years but he has only recently passed an English language exam which was a requirement for the visa.
If the paperwork is rubber stamped without a hitch, Gizatullin will ride at number seven alongside Timo Lahti at reserve.
Manager Trevor Geer said, “We have never lost interest in Denis and have continued to track his progress.
“Now he has passed the English test, we believe he will get the visa to allow him to ride in Britain.”
