So did the Vulcan bombers deter a nuclear war?

MICHAEL Clewett cites the V Bombers role in deterring Russia during the cold war (Vulcan only once used in an aggressive role). All three were nuclear weapons-capable and I suspect this is at the heart of his argument.

It would be therefore be helpful if he could provide some evidence to show nuclear weapons actually deterred any of the nuclear-armed states, and not just Russia.

For example, what would he think of a claim the USSRs nuclear-armed Bear and Bison bombers deterred either USA or the UK from doing anything they really wanted to?
