LETTER: Who will be responsible?

After strolling along the promenade at Eastbourne yesterday I am curious to know who earth thought it would be a good idea to allow cyclists to use the pedestrian pavements on the front. I witnessed large men on full size bicycles weaving in and out of groups of walkers, who included small children and old people with mobility problems. I wonder who, when someone is seriously injured or even killed, will be legally responsible.
