Parking changes in the pipeline for Eastbourne

A RAFT of new parking restrictions look set to be driven through this month, including controls in Meads, Rodmill and Hampden Park.

Changes will see new parking restrictions in troublespots including the Brighton University area in Meads, Rodmill near Eastbourne DGH and streets near Hampden Park Railway Station.

In addition, loading bays restricted 24 hours, seven days a week, will change to 7am-7pm, Monday to Saturday, there will be four- hour maximum stay pay and display bays in some streets to support restaurant trade, more disabled bays for blue badge holders and minor changes to controls such as revised yellow lines, bus clearways and new loading bays.

Free parking will be introduced in pay and display bays at the western end of the seafront between November and March to support businesses in the winter trading period and there will be new maximum stay 15-minute pay and display bays in some streets to support quick turnover trade.

A revised scheme for hotel guest permits, trialled since April this year allowing guests to park all day on the seafront for £1, looks set to be made permanent.

Shared use pay and display and permit holder parking in South Cliff will change to permit holder and up to four hours time limited free parking for non-permit holders and new Sunday controls of pay and display and permit holder only parking in Wilmington Square will be brought in during the summer months.

Permit holder bays in Pevensey Road and Ceylon Place will be made permanent to help ease problems for residents while there will be new shared use permit holder and two-hour time limited free parking in Spencer Road, northern parts of Grange Road and Hardwick Road and one side of the eastern end of Blackwater Road.

There will also be new shared use permit holder and two-hour time limited free parking for non permits, double yellow lines and loading restrictions in parts of Southfields Road, Old Orchard Road, Arlington Road and the southern end of The Goffs as well as one-hour bays for people using the doctors.

In St Leonard’s Road there will be a small scale permit holder parking scheme as well as in Commercial Road and Wharf Road to stop people parking all day and taking the train to work. In Upperton, due to heavy parking by commuters, a number of no waiting restrictions will be introduced.

The biggest changes will be in Meads, which has historically suffered from problems associated with the university, and in the Rodmill, where residents are often unable to park because of visitors to the nearby hospital.

In Meads there will be a mixture of permit holder only and shared use permit holder and two hour time limited free parking in various roads. Two hour free parking will be retained outside the shops in Meads Street but parking will only be allowed on one side of Matlock Road and four-hour maximum stay free parking on King Edwards Parade to serve Helen Gardens will also be introduced

In Rodmill there’ll be permit holder only parking bays on one side of Rangemore Drive to serve houses with no offstreet parking along with permit holder only bays outside some properties in Westfield Road.Thirty minute maximum stay free bays in the layby adjacent to shops in Framfield Way will be brought in and no waiting restrictions installed at various locations and junctions in Rodmill to maintain safety and visibility at junctions and narrow roads.

In Hampden Park, where commuters park all day before taking the train,- a loading bay and two hour time limited free parking will be introduced on Station Approach and no waiting restrictions brought in at various junctions around Mountfield Road/Brassey Avenue.There will also be no waiting restrictions between 8am and 10am on one side of Mallard Close and a short section of Brampton Road.

The cost of running the new schemes will be an extra £120,000 with an additional £100,000 for new signs and lines on roads.

A spokesperson for the county council, which operates the scheme in conjunction with NSL wardens, said the changes came after a review and extensive consultation over the last 18 months. The spokesperson said, “The scheme is broadly meeting its objectives with reduced illegal and inconsiderate parking, improved traffic flow, reduced peak time traffic and evidence of more walking, cycling and bus patronage.

“But there are displacement parking issues around the edge of the current scheme and commuter parking issues in Meads, Rodmill and Hampden Park.”

Lead member for transport, the economy and environment at East Sussex County Council Carl Maynard is expected to give the new parking restrictions the go ahead at a meeting in Lewes next week.
