Upset over park cafe’s plans to sell alcohol

Plans for a cafe in Gildredge Park to start selling alcohol have been met with controversy from nearby residents.

Tennis in the Park: Tennis Cafe has submitted an application to Eastbourne Borough Council to serve alcohol between the hours of 12 and 10pm Sunday to Wednesday and 12 to 11pm Thursday to Saturday.

The Licensing Committee will meet on Tuesday to determine whether the cafe can have a licence, which will also mean its opening hours are extended to 10.30pm Sunday to Wednesday and 11.30pm Thursday to Saturday. Currently, it shuts at 5.30pm every day.

The plans have caused upset among members of the public, three of whom will be representatives at the meeting.

As part of the Licensing Act 2003, applicants are required to advertise their plans both on the premises and in a local newspaper in order to inform the public of the plans.

A number of ‘responsible authorities’ were also informed, such as Sussex Police and the Primary Care Trust, who were then allowed a consultation period of 28 days to make a representation. None of the nine responsible authorities informed made any representations.

The residents’ fears centre on the prevention of crime and disorder and the prevention of public nuisance (noise). They fear the potential for noise, nuisance and alcohol-fuelled disturbance in the area.

In the decision-making process, the Licensing Sub Committee must act to promote the four licensing objectives, which are the prevention of crime and disorder, public safety, the prevention of public nuisance and the protection of children from harm.

The cafe, which currently serves paninis, salads, soup and hot drinks, is undergoing work this month to build storage containers and fencing on its premises. Its plans would permit the selling of alcohol indoors only.

The cafe, part of the Love All Ltd Group, is situated in Gildredge Park, The Goffs.
