Bungalow proposal is turned down

Plans to build a three-bedroom chalet bungalow in Langney have been turned down.
The proposal included building on a triangular shaped plot between two homes in Elmwood Gardens and was discussed by the planning committee of Eastbourne Borough Council last week.
The plans, which include an integral garage and new vehicular access, prompted objection letters from 11 households. Concerns included traffic congestion and the development being overbearing and unneighbourly.
Councillor Alan Shuttleworth was in the audience and addressed the committee saying he thought the application should be refused stating it would cause loss of privacy to other houses.
A chartered building surveyor involved with the project also spoke and said the application had been scaled down from a two to one bedroom property adding, “This proposal has sought to mitigate the impact on adjacent properties.”
But Councillor Pat Hearn raised some concerns about the development, saying, “I just wondered why a bungalow, it’s completely out of keeping. There’s houses and then suddenly a bungalow. I think the roof is pretty overbearing.
“It’s so different to everything else in the close.”
Councillor John Ungar said he would be voting against the plans, stating he thought the development would be cramped.
But Councillor Barry Taylor spoke in favour of the application, adding, “It’s quite a huge plot. I can’t see any sensible reason to refuse the application.”
The committee was recommended to approve the plans subject to a series of conditions but councillors rejected the application on several grounds including the scale and design being out of keeping with the locality and adjacent properties.
