AS IS NORMAL ON the third Monday of each month, Westham Parish Council held its meeting.

After the minutes of the meeting held on Monday February 16 were read, approved and signed there was only one matter arising – this was a report from the clerk that the arts morning had been a great success and it was hoped that further events of a similar nature would be held in the future.

She also reported that the county council had repaired the dangerous pathway by Barn Close. Cllr B Molog then declared an interest in the item about electricity costs, as she is a governor of Stone Cross School

REPORTS FROM THE THREE committees were presented and received by the full council and the recommendations adopted.

Cllr Nash reported that the Transport Partnership had been operating as a limited company for a full year. He also reported that the Wednesday bus timetable was due to change and he implored residents to make as much use as possible of the buses. He said the latest Stagecoach leaflet contained some free vouchers. Cllr B Molog reported that she had attended the WDALC meeting and said Wealden District Council did take account of the views expressed by residents. One of the main problems causing concern to the WDC is the number of potholes and WDC is making every effort to catch up with the repairs to the roads.

THE MEETING WAS THEN suspended for reports from county and district councillors.

The only one present was district councillor K Balsdon, who gave a lengthy report on what efforts WDC had made to keep the increase in council tax as low as possible. In fact, it had gone up by 3.5 per cent. With the current financial state of the country and with interest rates dropping as low as they have, WDC had lost approximately 627,000.

Mrs Baird asked when litter in High St and Castle Lane would be cleared and when the branches overhanging from Butcher's Field were to be trimmed. Mrs Richards asked why tenants were having problems getting insulation, and Cllr Molog said that they could approach Warmfront.

Mrs Baird asked where the replacement shed was going at the church, and Mr Crew asked when grass-cutting was carried out.

THE MEETING WAS THEN reopened and Cllr Nash gave details of Update No 7 to the Emergency Plan, which the councillors resolved to accept.

Cllr Nash also reported that the sub-committee had visited the coastal area and carried out an official exercise to evacuate parts of the coast. He also reported that the beach replenishment programme was going well.

Councillors resolved that the allotment charge should remain at 7 for the next year and that the clerk would contact allotment holders.

Councillors then went on to discuss the parking problems being experienced in Westham, especially with cars ruining the village green. Councillors agreed to place either cannon balls or a bollard there and asked the clerk to get prices. There was one objection. Councillors are also to consider putting a bollard outside Butcher's Field.

The question of what to do with Adur Park was then raised and councillors generally agreed this was a large underused resource. They want to consider removing the basketball court and maybe use it as hardcore for a new car park. They set up a working party to investigate the options. Cllr Bruce asked that facilities for teenagers were considered.

Councillors resolved to replace the fencing at Westham pond and asked the clerk to get prices. Councillors agreed to pay Stone Cross School 600 a year, which equates to 50 a month, for the use of electricity in the council offices and the amenity hall.

Cllr Picton invited everyone to the Stone Cross Windmill annual meeting on April 9 at 7.30pm.

STONE CROSS MILL WILL be opening its doors for the 2009 season on April 5 at 2pm, while on the Bank Holiday Monday (April 13) there will be an Easter bonnet competition. Anybody can enter – not just the children.
