Why did he not raise concerns?

When I read the front-page article, 'Work needed to stop 'no entry' danger', Seaford Gazette July 2, I was surprised that a Seaford Town councillor felt the need to raise this issue in such a high profile way.
This is especially so, when the layout and markings of the junction in question have not been changed for many years and have been regularly repainted when required.
The town councillor in question is perfectly aware that, accompanied by county transport officers, I attend regular liaison meetings with the town council in Seaford, to deal with such issues. These liaison meetings are specifically for town councillors to raise concerns about transport issues, so why did he not raise his concerns there, when county officers were present?
But then, I probably shouldn't be surprised, because there are elections next year. – Michael Murphy, county councillor for Seaford (Sutton Division).
