Airbourne charges

This association would like to suggest what it considers a fair and equitable solution to the question of charges at Airbourne.
With every council tax bill, the council should send a residents card for each elector registered at the house. (Similar to the present Eastbourne Leisure Card).
Any resident of Eastbourne on production of a valid card, would then be entitled to free admission to Airbourne and other similar displays (Emergency Services etc.)
All visitors to the town or persons not producing a valid residents card, could be charged at the rate set by the council each year. This would not only eliminate the very real concerns of the 'I'm not paying to walk on my own seafront' group but would enable the council to calculate the number of visitors in town for the event.
