14/05/08: How does this democracy work?

My wife is from Cuba (she is British now) and every politician in Europe and especially from England says continuously that Cuba should change to a democracy from the dictator Fidel Castro.
They even imposed a blockade against Cuba.
Can you please tell me how democracy works? When one person or one committee imposes parking meters against 95 per cent of the population of Eastbourne and when they ruin towns like Lewes and Hastings?
I will always be against parking meters, not only for the money, but also it makes our wonderful seaside town Eastbourne the same as any other town. Up to now we have been different and the best.
